District Planning Committee

In accordance with Article 243 ZD of the Constitution, the provision of District Planning Committee (DPC) has been incorporated in Section 121 of the Rajasthan Panchayati Raj Act, 1994. Detailed provisions relating to constitution, election, powers & functions of this committee have been made in Rule 350, 351 & 352 of the Rajasthan Panchayati Raj Rules, 1996.

Members of District Planning Committee:

The District Planning Committee as envisaged in Section 121 of the Rajasthan Panchayti Raj Act, 1994, shall have in all 25 members, out of whom 20 members shall be elected from amongst and by the elected representatives of Zila Parishad and Municipal Bodies in proportion to ratio of population of rural areas and urban areas in the district.

        Five nominated members shall be as under:  

Ø    Collector of the District;

Ø     Chief Executive Officer, Zila Parishad;

Ø     Additional Chief Executive Officer, Zila Parishad;

Ø     Two persons from MPs / MLAs or persons representing Voluntary agencies nominated by the State Government.

        Pramukh of the Zila Parishad is the Chairperson of the DPC.

        District Planning Committees in all districts of State, comprising members from Zila Parishads &Urban Local Bodies elected in recent election, have been constituted under the Chairmanship of Zila Pramukh.

 

Powers & Functions of the Committee:

  • Main function of DPC shall be to consolidate the Annual Plans prepared by the Panchayati Raj Institution and Municipalities in the district and to prepare a Draft Development Plan of the district as a whole & forward the same to the State Government.

  • Chief Planning Officer (CPO) appointed, as the Secretary of the DPC. District Planning Cell under CPO will act as the Secretariat of the District Planning Committee, under the administrative control of Zila Parishad.

Panchayati Raj Department is the administrative department of the DPC.
