Remarkable Achievements of Panchayati Raj made during December 03 to Oct., 06

 

1. Panna Dhay Jeevan Amrit Yojna :

·                                      Panna Dhay Jeevan Amrit Yoajan launched on 14th August, 2006 in order to provide benefit of insurance to each BPL family.

 

Eligibility:-

·                                      The head of the family as appearing in the list of BPL families aged between 18-59 years.

In case such head of family is 60 years or more then eldest person appearing in his family card is eligible.

·                                       

The head of the BPL family can give option of primary bread earner of the family for insurance.

 

Benefits:-

·                                      A benefit made available to nominee of insured person is as below. Life Insurance Corporation will make the payment.

 

(a)  

On Natural Death

Rs. 30,000/-

(b)  

Death or Permanent Total Disability (i.e. loss of 2 Eyes or 2 Limbs OR 1 Eye and 1 Limb) due to accident

Rs. 75,000/-

(c)  

Partial Disability due to Accident (i.e. loss of 1 Eye or 1 Limb)

Rs. 37,500/-

                       

Scholarship for children of BPL Families:

·                                      Max. 2 children studying in 9, 10, 11 and 12 class of insured member can get scholarship of Rs. 300 per student per quarter i.e. Rs. 1200/- per student per annum.

 

2. National Family Benefit Scheme:

·                                      An assistance of Rs. 10,000/- is being provided to households living below poverty line on the death of Primary bread earner of the family on or before 13th August, 06 aged above 18yrs but below 65yrs, whose earnings contribute substantially to the household income. From 14th August, 2006 and onward the BPL Families will be benefited under Panna Dhay Jeevan Amrit Yoajan

3. Rashtriya Sam Vikas Yojana:

· In selected districts namely Banswara, Dungarpur and Jhalawar the scheme is being implemented to address the problems of the pockets of high poverty, low growth and poor governance by identifying and filling up infrastructure gaps as well as putting in place programme and policies that would remove barriers to growth and accelerate the development process.

4. Allotment of plots at nominal rates:

 

·                                      Gram Panchayats provides Residential House Sites up to 150 sq.yds. to Rural Shelter less poor families at reduced rates between Rs. 2 & Rs. 10 per sq.metre. Total 100,408 families have been given House Sites under this programme. The details are as below:-

5.  Grant for PRIs under Eleventh Finance Commission:

 

·                    In Year 2004-05 pending installments of year 2002-03 & 2003-04 were got released from GOI. Amount Rs. 24547.40 lac transferred to PRIs in year 2004-05.

 

·                    A project prepared by the department involving Headquarter of Panchayati Raj, all 32 Zila Parishad, all 237 Panchayat Samities  & 1100 Gram Panchayats to develop them in the form of Computer Hub in order to have networking up to Zila Parishad & Panchayat Samiti level is under implementation. Presently, 11 Zila Parishad, 64 Panchayat Samities  & 60 Gram Panchayats are connected with Headquarter. The project will be completed by the end of financial year 2006-07.

 


6. Grant for PRIs under State Finance Commission-IInd:

6.1 Incentive Scheme:

·                    State Finance Commission-IInd recommended starting incentive scheme in order to encourage Gram Panchayats to generate their own income.

·                    In this incentive scheme if any Gram Panchayat increase his own income as per provision made in Rajasthan Panchayati Raj Act/ Rules then incentive grants is allotted equivalent to collected additional revenue.

·                    Incentive grants Rs. 995.98 lac allotted to Gram Panchayats during December, 03 to September, 05. 

 

7.  Twelfth Finance Commission:

·                    Against the financial provision of Rs. 24600.00 lac amount Rs. 24600.00 lac transferred to PRIs in year 2005-06.

 

8.  State Finance Commission-IIIrd:

·                    Amount Rs. 15757.00 lac transferred to PRIs in year 2005-06.

·                    Against the financial provision of Rs. 24374.33 lac amount Rs. 9002.00 lac transferred to PRIs in year 2006-07.

 

9. Posting on Vacant Posts of Gram Sevaks & Panchayat Extension Officer: -

·        189 surplus PSU/ Govt. employees deputed against vacant posts of Gram Sevaks.

·       Posting made in 288 vacant posts of Panchayat Extension Officer by Promotion of Gram Sevaks.

 

10.  Other Achievements:

·        Made the Service Rules of Hand pump Mistries.

·        Special programme of training organised in year 2005-06, in which training provided to 88518 newly elected PRIs' Representatives along with 7995 officials of PRIs.

·        Training provided to 1521 Gram Sevaks under 30 days crash training programme.

·        District Planning Committees in all districts of State, comprising members from Zila Parishads & Urban Local Bodies elected in recent election, have been Constituted under the Chairmanship of Zila Pramukh.

·        In compliance of instruction from Planning Commission for preparing 11th Five Year Plan through District Planning Committees the preparation of Plans for Gram Panchayat, Panchayat Samiti & District level under prescribed procedure is under process. This initiative has involved PRIs and ULBs of each level.

·        In order to ensure that the rural mass gets justice cheaper, the powers of Revision under Section 97 of the Rajasthan Panchayati Raj Act, 1994, which were withdrawn in the year 2002, have been re-delegated to the Collectors in December, 2004.
